
Count usable days first
This editorial outline assumes three usable sightseeing days. An afternoon arrival followed by an early departure on day three is a different trip. Add luggage handling and meals before deciding whether to shorten the city walk or leave Otaru for another visit.
Use Odori and the centre, Maruyama and Hokkaido Shrine, then Otaru as the three main blocks. Swap their order for weather. Adding distant Furano changes the character of this plan and needs its own transport calculation.
Choose one fixed commitment per day first, then fill around it with walks you can move. Agree on breaks and walking limits with companions so a small delay does not push an overloaded schedule into tomorrow.

Give the two city days different rhythms
From Odori, build a small route toward Tanukikoji. Seeing a landmark’s exterior and buying an interior or observation-deck ticket are different commitments. Select the paid spaces you care about and check their own hours instead of purchasing every attraction in the area.
For Maruyama, centre the day on the park and shrine, with food and a rest between walks. Keep worship access clear. Strong rain is a reason to shorten the outdoor block and return to a suitable indoor activity, not to repeat a shopping route simply to fill time.
Only count covered subway rides
The checked subway-only day ticket is ¥830 for adults and ¥420 for children. Donichika is ¥520/¥260 on weekends, national holidays and December 29–January 3. These are not combined passes covering airport JR, Otaru trains, trams and buses.
The transportation bureau lists cash payment for these paper passes. Add fares for rides you actually intend to take before buying. A walking-heavy day may not break even. Keep Otaru’s JR journey and return service separate from the city-pass calculation.
Swap the order for weather and the flight
Underground passages help, but do not connect every hotel or attraction. Allow for exposed final walks and slippery entrances. Check the event organiser’s announcement for your year rather than reusing a previous winter festival date.
Otaru on departure day can leave a chain of sightseeing, luggage collection and airport travel. If the margin is small, finish in the city. Review weather, transport and reservations the evening before; choose which optional activity to drop first so a small delay does not become a rushed day.
